In pursuit of inclusive economic development and spatial equity, the Ebonyi State Micro, Small, and Medium Enterprises Development Agency (EBSMEDA) has partnered with the Ministry of Lands and Survey to provide easier access to land, promote property documentation, and support MSMEs with strategic land-use planning and legal protection.

This collaboration ensures that entrepreneurs—especially those in the informal sector—can access land and workspaces legally and affordably, contributing to business stability and long-term sustainability.

Access to Land for Business Development

Through this partnership, EBSMEDA works with the Ministry to facilitate the allocation of affordable and strategically located plots to registered MSMEs. Priority is given to cooperatives, women-led businesses, agro-processing ventures, and artisans seeking to build or expand operations.

Support for Business Clusters and Industrial Layouts

EBSMEDA supports entrepreneurs by organizing them into clusters (e.g., agro-processing, tailoring, shoemaking), while the Ministry identifies and allocates spaces for these clusters in state-approved industrial layouts or enterprise parks.

Simplified Land Documentation for MSMEs

The collaboration has helped streamline the land titling and Certificate of Occupancy (C of O) processes for small business owners. EBSMEDA provides guidance on documentation, while the Ministry ensures quicker verification and issuance of land rights, especially in newly designated economic zones.

Promoting Legal Protection and Land Security

The partnership helps ensure that small businesses are protected from encroachment, displacement, or land disputes. MSMEs operating in urban and peri-urban areas are encouraged to regularize occupancy, thereby securing their physical assets and future investments.

Geospatial Mapping and Data for MSME Growth

The Ministry provides geospatial support and mapping services that help EBSMEDA identify key business areas, urban growth centers, and underutilized economic spaces. This allows for better planning, policy development, and targeted interventions to support MSME growth.
