The collaboration between the Ebonyi State Small and Medium Enterprise Development Agency (EBSMEDA) and the Ministry of Information and Communication Technology (ICT) is instrumental in driving digital entrepreneurship, youth empowerment, and ICT-enabled business solutions across the state. This partnership is rooted in a shared commitment to bridging the digital divide and promoting tech innovation as a catalyst for small business development.

Through this collaboration, EBSMEDA has actively supported the Ministry’s large-scale ICT training programs aimed at equipping youths and entrepreneurs with practical digital skills. These trainings, often co-financed and co-coordinated, have covered areas such as web development, graphic design, digital marketing, software engineering, hardware repairs, and content creation. EBSMEDA has contributed by mobilizing participants, providing laptops, startup kits, and post-training support to enable beneficiaries launch tech-based microenterprises.

In synergy with EBSMEDA’s entrepreneurship drive, the Ministry of ICT has also integrated digital skills into business support programs. This includes the promotion of e-commerce platforms for local MSMEs, digital literacy for traders, and the digitization of business registration and documentation processes. Together, both agencies have worked to ensure that Ebonyi-based entrepreneurs are not only skilled in traditional businesses but also competitive in the digital economy.

EBSMEDA has partnered with the Ministry of ICT to deliver widespread digital literacy and tech training programs targeted at youth and aspiring entrepreneurs across Ebonyi State. EBSMEDA supports these efforts by mobilizing participants, providing learning kits such as laptops, and offering post-training empowerment packages—helping transform trainees into startup founders and digital freelancers.

Tech-Enabled Entrepreneurship Development

Together, the two agencies have integrated ICT tools into SME development efforts. EBSMEDA incorporates digital entrepreneurship modules into its business support initiatives, while the Ministry of ICT helps digitize key processes such as business registration, product branding, and online marketing. Through this collaboration, local entrepreneurs are now equipped to access online markets, manage businesses digitally, and scale through e-commerce and digital platforms.

Innovation Hubs and Infrastructure Support

EBSMEDA leverages ICT infrastructure provided by the Ministry—such as the Ebonyi State Digital Centre and regional ICT hubs—to host business clinics, hackathons, pitch competitions, and startup incubation programs. These facilities serve as safe, equipped environments for early-stage entrepreneurs to receive mentorship, collaborate, and build tech-driven businesses under the guidance of both agencies.

Policy Alignment and Program Integration

Both agencies work together to align their programs with state-level economic policies. EBSMEDA’s focus on SME growth and the Ministry’s ICT Roadmap intersect on areas like digital transformation, youth employment, and innovation for development. This has led to joint implementation of tech-based economic initiatives, including e-governance support for small businesses and integration of digital skills into broader empowerment schemes.

Sustainable Job Creation through Digital Innovation

At the core of this partnership is a shared goal: to create sustainable employment opportunities through ICT. The agencies have rolled out joint interventions that not only train but also connect youths to remote job markets, freelance platforms, and startup opportunities. EBSMEDA facilitates microfinancing and mentoring, while the Ministry links trained youths to digital job ecosystems, fostering a new wave of tech-savvy entrepreneurs across Ebonyi.
